La nécessité ou non de créer une association était une question importante lors de la mise en ligne du site web. Et par manque de temps, elle était restée sans réponse et des fonds ont commencé à être collectés.
En cette période de confinement, il est beaucoup plus facile de se mobiliser pour faire avancer cette idée.

Créer une association est devenu plus simple depuis que toutes les formalités peuvent être effectuées en ligne. Afin de créer une association, Il est nécessaire de suivre différentes étapes :
- Déterminer le siège social de l’association ;
- Rédiger les statuts de l’association ;
- Désigner les responsables de l’association ;
- Remplir le formulaire de création d’association loi 1901 ;
- Déclarer l’association ;
- Publier un avis de constitution au Journal Officiel d’association.
La direction d’une association
Lors de création de l’association, il faut désigner les responsables de l’organisme. La nomination se fait lors d’une assemblée générale constitutive des membres fondateurs. Les décisions doivent être écrites dans un procès-verbal. Il est aussi possible de désigner statutairement les responsables.
Pour créer une association et assurer son fonctionnement, il faut désigner :
- Un président: une personne qui représente l’association et se charge de sa direction.
- Un trésorier : une personne qui assure la gestion de l’association, notamment des finances. Il assiste également le Président dans ses tâches.
- Un secrétaire : une personne chargée d’assurer le bon fonctionnement administratif de l’association.
Ces trois responsables constituent le bureau de l’association. Leur rôle principal est d’assurer le bon fonctionnement de l’association selon les statuts, sa gestion et l’application des délibérations.
Déclarer son association : est-ce obligatoire ?
Déclarer l’association auprès de la préfecture ou la sous-préfecture compétente selon son siège social est important pour faire reconnaître l’existence de cette dernière. Il est possible de déclarer son association sur internet.
Pour déclarer une association, il faut transmettre quelques documents au « Greffe des associations » compétent.
Le dossier à fournir pour la déclaration de l’association comprend :
- Le formulaire de déclaration cerfa n° 13973*03
- Le formulaire cerfa n° 13971*03 pour présenter la liste des administrateurs ;
- Une copie des statuts de l’association signés et paraphés par tous les membres fondateurs ;
- Une copie du procès-verbal de l’assemblée générale d’une association constitutive ;
Personnellement, plutôt que de galérer pour les papiers administratifs, je passerais bien par un service en ligne, pour que tout soit d’équerre.
